Restricted and unrestricted. A restricted report is confidential. It gets the victim medical care, advocacy, legal support, and counseling without notifying the command or law enforcement, and it does not start an investigation. An unrestricted report notifies the command and law enforcement and starts an investigation, and the victim still receives the full range of care and support.

Self-referral, command referral, medical referral, and identification through drug testing or an investigation. Self-referral is the route the Army pushes hardest, because a Soldier who asks for help before there is an incident gets certain protections that a Soldier identified after the fact does not.

What is a FLIPL and what form starts it?

A financial liability investigation of property loss. It is the formal investigation used when government property is lost, damaged, or destroyed and the loss cannot be settled by other means. It is initiated on DD Form 200, Financial Liability Investigation of Property Loss, and it is governed by AR 735-5.

What rights does a Soldier have when named as respondent in a FLIPL?

The Soldier must be notified in writing of the recommendation and the basis for it, has the right to review the investigation file, may consult with legal counsel, and may submit a rebuttal for the approving authority to consider before a final decision. A Soldier found liable may also request reconsideration on the grounds AR 735-5 allows.
